Manny Pacquaio And Review on the Top 500 Taxpayers in the Philippines

The Bureau of Internal Revenue published on March 2015 the top 500 individual taxpayers in the Philippines in 2013. The leading taxpayer is Manny Pacquaio with P163 million in regular income taxes remitted to the Philippine government. The second highest taxpayer in the country is a businessman named Juanito Pornuevo Alcantara.

Among the list are the heads of companies, business owners and top executives such as real estate tycoon Andrew Tan, Rizal Commercial Banking Corporation president Lorenzo Tan as well as renowned corporate lawyer Estelito Mendoza.

There are also entertainment personalities such as Kris Aquino, Dingdong Dantes, Anne Curtis, Vice Ganda, John Lloyd Cruz and Piolo Pascual. Piolo Pascual was listed as top celebrity taxpayer.



Some government officials who dabble in business are also in the list.

Boxing hero Manny Pacquiao who turned to be congressman, although had topped the list, the BIR stressed that he still had a case pending over an alleged non-payment of taxes. In 2013, Manny filed a petition before the Court of Tax Appeals (CTA) seeking a review of the BIR’s P2.2-billion assessment of his and his wife’s tax liabilities. The case went up to the Supreme Court after the boxing champ urged the high court to stop the tax court from ordering them to post an “impossible” P3-billion bond or P4-billion surety bond to stop the BIR from collecting P2 billion worth of taxes.The high court issued a restraining order and required the tax court to immediately resolve Pacquiao’s case. On February 2015, the CTA denied the BIR's bid to dismiss Manny's petition for a review of the case against him. The BIR sought the dismissal of Pacquiao’s case before the CTA but the tax court denied the bid for lack of merit. An appeal had been filed by the BIR, after which the tax court ordered both parties to comment and, on March 19, submitted the case for resolution.The BIR then asked the CTA  to defer its ruling on the bid to reverse the February 2015 decision refusing to dismiss Manny Pacquiao’s case against the bureau. In its omnibus motion, the BIR wanted to present additional evidence to bolster their position that the case filed by Pacquiao against them should be dismissed. The BIR has not given up on the case over the bureau’s assessment that the boxer failed to pay taxes amounting to P2.2 billion up to this date.

The issue is that Manny had already paid much taxes to the government, why should the government is running after Manny's wealth instead of going after the bigtime businessmen in the country who are evading their taxes?  There are a lot of businessmen in the country which are not honest in their tax declaration.
